A-Best: Essentially no... without the TI Graph link that connects to your computer, you'll be dependent on others to transfer the games to your TI-83.
If you don't have a friend that can give you games, you're restricted to TI-Basic programming which is pretty much a Do-It-Yourself deal & can be a pain to debug. I know this from personal experience as I've actually made games myself using the TI programming language.
